Materials Needed

Tube of choice, I am using the art work of Guy Powers, which requires a license, you can purchase his work here – Up Your Art
Ribbon & Flower embellishments from Scrappy Expressions
Heart embellishment by my friend Texoz Starshine.
Heart from various Yahoo groups, if its yours email me here and I will give you credit or remove.
Mask of choice, I used Becky mask042
Font of choice I used Vivaldi.
Filters used – Dsb Flux – Bright Noise.

I am assuming you have a working knowledge of psp.
I did this tutorial in psp XI but can be done in any version.

Open new image 600x600 white.
Add a new layer and flood fill with colour from your tube.
Layers, New mask layer, Apply mask from image, Source Luminance checked.
Merge group.

Colourise your ribbon to match your tube. Paste as new layer.
Go to Image, Rotate, Free rotate and rotate 30 right. All layers not checked.
Duplicate this layer , Image, mirror, and flip. Merge down.
Duplicate your merged layer. Image, Rotate, Free Rotate and rotate 90 right.
Back to Image and flip. You will now have your ribbon frame. Add a drop shadow using these settings. H&V 3, Opacity 40, Blur 8.91, Colour black. Repeat drop shadow changing H&V to -3.
Place it centrally over your mask layer.

Resize and add your heart embellishments inside your frame.
On your layer palette. Change to multiply and drop opacity to 80. Add same drop shadow as above.

Colourise your flower and heart embellishments to contrast your frame. Place as per finished tag. if you have more than one flower layer close off all the other layers and merge visble. Open your remaining layers.
(I resized and colourised mine a couple of colours but it depends on your own preference)

Add your tube and place where you want it, I placed mine to the left of the frame. I also added the same drop shadow I used on my ribbon frame.

Add your text and copyright info now.

Back on your layer palette, highlight your flower embellishment layer.
Duplicate it twice giving you a total of 3 flower layers.
Selections, float, defloat, modify, contract 1.
Click On your top flower layer
Go to effects Dsb Flux – Bright noise.
And apply using these settings.
Intensity 30
Mix checked.
Click on mix twice and apply.
Select none.
Click on your second flower layer and repeat above
remembering to click the mix button twice.
Repeat the above steps on the third flower layer.
Selections, Select none.

Close off your second and third flower layers.
Go to Edit, copy merged and paste as new animation in AS.
Back in Psp,
Close off the first flower layer and open the second one, repeat the above step but this time paste after current frame.
Repeat the above with the third layer, making sure you close off the second layer first.

Resize in AS if needed and save as a Gif.
