My Supplies here

I made this in pspXI but no reason why it can’t be done in earlier versions.

Open new image 600X600 blank
Add a new layer and flood fill black
Apply mask from image, source luminance and invert mask data checked
Merge group.

Selection tool set on rectangle draw out a rectangle round the large black area in the centre of the mask. Add a new layer. Copy your tube/image, go to edit, paste into selection.

Duplicate this layer, go to effects, Xero, lineart and apply with these settings –
Style – Sketch, tone 48, background colour black
Colouration – Monochrome, set foreground colour to black
Outlining – Original, Line Intensity, 10.
On your layer palette, change to overlay, and drop opacity to 50.
Merge down.

On your mask layer, I changed the grey area to black using my brush tool set at
size 17, hardness 100, step 5, density 100, thickness 100, opacity 100, blend mode normal. I am sure there are easier ways to do this and by all means find the easiest way for you.

Paste the word art in the bottom left corner of your image layer.
Resize and add your scrap elements to your own preference or follow the finished tag for guidance.

Add your desired text, I used the red from the flower element as my background and black as my foreground. I added inner bevel with these settings
Bevel 2, Width 6, smoothness 22, depth 4, ambience 33, shininess 7, colour white, angle 315, intensity 30, elevation 40.
I also added a drop shadow of H&V 2, opacity 65, blur 5.94, colour black.

Save as png or merge all (flatten) and save as jpg and your done.
