Tube of choice I am using the gorgeous artwork of Tim Lowry, his work requires a license which can be purchased here

Champagne bottle
Champagne glasses
Sparkle ani.
These were found through various places on the net, if they are yours email me here & I will credit you or remove.
Fonts of choice, I used Blue Plate Special SW & Hooked on Booze.
Outside Filters required –
VM Toolbox – Instant Tile
VM Extravaganza – Transmission.
Eye Candy 4000 – Chrome

I made this in psp XI but no reason why it can’t be done in any version.
Open new image 600x600 white
Paste your tube as a new layer and duplicate.
On your original tube layer apply Instant tile with default settings.
go to free rotate and rotate 45 right.
Merge down and duplicate, free rotate 20 right. Merge down again.
Resize by 85% and apply gaussian blur 10.00
Apply Transmission with these settings
Line Width – 6
Offset – 9
Contrast – 9
On your layer palette drop the opacity to 50.
Close off your original tube layer. Click on your blurred layer.
Resize (if needed) and apply your clock face as a new layer.
Colourise to suit your main tube. Drop the opacity on the layer palette to 90.
Resize your clock hands and arrange on clock face so it’s striking 12 o’clock. Colourise these to match your clock face. I added a drop shadow of H&V 1 Opacity 75 Blur 2.00 colour black. I repeated the shadow changing H&V to -1
Paste your Champagne bottle as a new layer and move to the left clock face. Drop the opacity to 85.
Duplicate the bottle and resize by 80% using your deform/pick tool rotate it so its almost on it’s side (see finished tag for ref.) Drag this under the main bottle.
Resize and paste your champagne glass and place to the right of the clock face. Drop the opacity to 75. Duplicate the glass and resize by 80%, bring the resized glass down slightly.
Apply a drop shadow to these layers of choice, you don’t want it to be too heavy tho.
Add your Happy New Year text, I did mine on a curve. To do this you need to go to Preset shapes, Ellipse Line width 3 foreground any colour as you will be deleting it after, background null. Draw out a circle that spans the outer of the tag. Do not convert to raster. Click on your text tool and click on the edge of the circle, the A and a little curved line should show. Apply your text and move into place. On your layer palette look for the vector layer open the + and close off the bottom layer, you can now convert to raster.
I applied Eye Candy Chrome with the default Silver settings changing only the colour to match the tag to my text but this is optional.
Open your main tube layer and if its not already on top go to arrange bring to top. Add a drop shadow I used H&V 3 Opacity 25 Blur 9.90 colour black.
Once you are happy with the layout of your tag add your name text and copyright info.
Now the animation part.
In psp go to edit/copy merged, paste in AS as new animation.
Open your twink in AS you will see it has 16 frames, you now need to copy your new animation so it also has 16 frames.
Once this is done, select all on both your new animation and the twink.
Click on frame one of the twink Do Not Release The Mouse, drag it over to the lip of the champagne glass , now release mouse.
Undo on the twink frames, go to Animation/reverse frames and repeat above steps this time going just above the already pasted twink. Do this as often as you want, I did it 3 times over the tall glass and twice over the smaller one. I also resized the twink by 80% for the smaller glass.
